The CPSIA 2008 has been recently amended by the publication of a law titled HR 2715. The changes introduced by this law cover several topics of the CPSIA 2008, including:
- lead limit: the law specifies that the new limit of 100 ppm in substrates is not retroactive. Therefore, the limit applies only to children's products manufactured after 14/08/2011;
- third party testing: an exemption is granted from mandatory third party testing of certain materials (ordinary-books and certain paper products, metal component parts of bicycles with reference to the lead limit);
- phthalates requirement: the new law introduces an exemption for inaccessible components;
- tracking labels: the law authorizes the CPSC to grant exclusion from the tracking label requirement where the CPSC determines that compliance would be impracticable.
