India - PHTALATES content in toys: published amendment A3 of IS 9873-3 standard

The Bureau of Indian Standards has published amendment A3 of IS 9873-3 standard "Safety Requirements for Toys - Migration of Certain Elements", concerning PHTALATES content in toys and test methods to evaluate such content.

REMINDER: what obligations if these substances are present in articles?

  • From the date of inclusion - Suppliers of articles which contain substances on the Candidate List in a concentration above 0.1% (w/w) have to provide sufficient information to allow safe use of the article to their customers or upon request, to a consumer within 45 days of the receipt of the request. This information must contain as a minimum the name of the substance.
  • Within 6 months from the date of inclusion - Producers or importers of articles have to notify ECHA if their article contains a substance on the Candidate List:
    - the substance is present in those articles above a concentration of 0.1% (w/w), and
    - is present in those articles in quantities totalling over one tonne per producer or importer per year.

Notification is not required only in certain specific cases

 
MATTRESSES AND BUMPERS: new English standard published

On July 2011 has been released the standard BS 1877-10 concerning mattresses and bumpers for cribs to use in a domestic environment. The main news introduced by this standard are:

1. a new Annex A with new details for the performance tests of mattresses
• New durability test
• New loading pad
• New measurement of height of mattresses and a new method of determination of height loss
2.contents and requirements have been updated to reflect the changes following the publication of EN 716 (Children’s cots and folding cots for domestic use)
3.the gaps for finger that are checked with a 7 mm probe
4.cords, bows and ribbons shall not be longer than 220 mm
5.measure of the dimension of the mattresses are taken with a new device.
It’s the only European standard covering safety requirements for these products.

 
SAFETY BARRIERS: a new European standard will be published

On November 2011 the standard EN 1930 will be released concerning safety barriers to use in a domestic environment. The main news introduced by this standard are:

• the introduction of a new hip probe and of new finger probes;
• the removal of the disk from the ball and chain test so that the test is now more accurate and reproducible unlike the old one;
• the introduction of the rattle test for security of the gate;
• the removal of the out of alignment requirement as not reproducible;
• the improvement of the impact test and new test frame which provides a more reproducible test;
• the improvement of the requirements for the closing system.

 
EU – CHILDREN’S SLEEP ENVIRONMENT PRODUCTS

European Commission Decision 2010376 officially mandates CEN to develop specific standards to ensure the safety of products intended for children’s sleeping environment, including:

• covers cot mattresses,
• cot bumpers,
• suspended baby beds,
• duvets for children,
• children’s sleep bags.
The technical standards should cover risks arising from the use of these items such as, for example, risk of entrapment, fall, chocking and structural integrity.
